The FCC says political texts sent to a mobile phone using an autodialer require prior express consent, and messages sent manually can be sent without prior consent. In a 2020 ruling on P2P platforms, the FCC's Consumer and Governmental Affairs Bureau said a platform that can't send a text without a person actively and manually dialing each one is not an autodialer, but it did not rule on any particular platform. Whether a given platform qualifies depends on how it works, and some state laws define it differently. CTIA's industry guidelines also expect political senders to get consent before texting.
