The most powerful tool in modern voter outreach

Campaign texting is the practice of sending SMS and MMS messages from a political campaign directly to voters' mobile phones. Whether you're running for city council or Congress, texting for campaigns has become a core channel for voter contact alongside email, direct mail, phone banking, and digital ads. Campaign text messages arrive quickly, can start real conversations, and cost less per contact than many traditional outreach methods. Looking specifically for volunteer-sent, one-to-one texting? See our P2P texting platform for voter outreach.

Personalized at Scale

Every campaign text message is personalized with the voter's name, precinct, and relevant issues. Merge fields let you send thousands of individualized messages without losing the human touch that drives responses. This is what separates effective campaign texting from generic mass messaging.

Volunteer-Powered or Managed

Run your campaign texting program with your own text banking volunteers, or let VoterPing's managed service handle everything. Either way, every message is sent by a real person through our P2P texting platform.

Two-Way Conversations

Campaign texting isn't just about broadcasting — it's about listening. When voters reply to your campaign text messages, your team can respond in real time, answer questions, address concerns, and turn undecided voters into supporters through genuine conversation.

Registration and Opt-Out Handling

Our campaign texting service handles 10DLC registration, Campaign Verify token submission, and opt-out management. Carriers review each 10DLC campaign, and your campaign is still responsible for who it texts and what it says.

Three reasons campaigns add texting to their outreach

Texting for campaigns works alongside TV, mail, and phone banking. Here's why campaigns use it.

Instant Delivery

Campaign text messages arrive on voters' phones moments after they are sent. Compare that to direct mail (days) or email and phone calls that often go unopened or unanswered. When your campaign needs to mobilize voters fast, texting is one of the quickest channels available.

Lowest Cost Per Contact

At $0.04 per message, campaign texting costs a fraction of direct mail ($0.50–$1.00), phone banking ($1–$3 per completed call), or door knocking ($5+ per contact). A text campaign service lets you stretch your budget and reach more voters for less money.

Measurable Results

Every campaign text message is tracked — delivery rates, response rates, opt-outs, and voter ID results. Unlike yard signs or TV ads, campaign texting gives you hard data on what's working and lets you optimize in real time.

How campaigns use texting to win

Campaign texting isn't one-size-fits-all. Here are the most effective ways political campaigns use text campaign services to mobilize voters and build support.

GOTV (Get Out the Vote)

Campaign texting is a fast, direct GOTV tool. Send early voting reminders, Election Day polling location info, and ride-to-the-polls offers directly to supporters' phones. With VoterPing's campaign texting service, you can reach your supporter list on Election Day morning and follow up with people who haven't voted by afternoon, alongside your other voter outreach.

Fundraising

Campaign text messages can include a direct donation link. Use texting for campaigns to send rapid-response fundraising appeals after debates, endorsements, or breaking news. Short, urgent messages like "We just got outspent 3:1 — can you chip in $25 before midnight?" can drive small-dollar donations.

Volunteer Recruitment

Building a volunteer team is critical for any campaign, and texting for campaigns makes recruitment more efficient. Send personalized invitations to supporters asking them to sign up for canvassing shifts, phone banks, or text banking sessions. Volunteers can reply to confirm a shift right in the thread.

Event Promotion

Rallies, town halls, meet-and-greets, and debate watch parties all depend on turnout. Send event reminders the day before and morning-of, include location details and parking info, and follow up with attendees afterward to capture contact information and volunteer sign-ups. Our text campaign services make event coordination seamless.

Voter Persuasion & ID

Use campaign texting for voter identification — asking supporters where they stand on key issues and tagging their responses in your voter file. This two-way capability is what makes P2P texting so powerful for persuasion. Volunteers can engage undecided voters in real conversations, answer questions about your candidate's positions, and move voters from "lean" to "strong support" through personalized campaign text messages.

Campaign texting rules to know

The FCC, the wireless carriers, and industry guidelines all set rules for political texting. VoterPing's campaign texting service is built around them: 10DLC registration, Campaign Verify token submission, and opt-out handling.

10DLC Registration

Texting from standard 10-digit long code (10DLC) numbers means registering your campaign as a brand and registering your messaging campaign with The Campaign Registry through your texting provider before you send. Since 2021, some U.S. carriers have required political 527 organizations on 10DLC to get a token from Campaign Verify, an independent nonpartisan nonprofit that verifies campaigns, parties and PACs. VoterPing handles the 10DLC registration and submits your token. Timing depends on Campaign Verify review (minutes to two business days, plus PIN delivery) and carrier 10DLC review. Unregistered messages may be filtered or blocked by carriers.

TCPA Compliance

The Telephone Consumer Protection Act (TCPA) restricts autodialed and prerecorded calls and texts. The FCC says political texts sent to a mobile phone using an autodialer require the recipient's prior express consent, and messages sent manually can be sent without prior consent. VoterPing's campaign texting service uses peer-to-peer texting, where a person sends each message. Courts and the FCC have narrowed what counts as an autodialer, but whether a given platform qualifies depends on how it works, and some state laws define it differently. CTIA's industry guidelines also expect political senders to get consent before texting, whether or not the TCPA applies. Learn more about political texting.

This is general information, not legal advice. Talk to your campaign's counsel.

Opt-Out Management

The FCC says campaigns should honor opt-out requests such as STOP, and CTIA's Messaging Principles expect senders to explain how to opt out and to act on plain-language replies like "stop," "end," "unsubscribe," "cancel" or "quit." When a voter opts out, our system removes them from your sends, sends one confirmation message, and blocks further texts from your campaign on our platform.

Disclaimer & Sender ID Requirements

Many political text messages need a "paid for by" disclaimer or sender identification, and the rules vary by federal, state and local law. VoterPing's platform can add your campaign's disclaimer and sender ID to every campaign text message. Your counsel should confirm the wording your race requires.

Common questions about campaign texting

What is campaign texting?
Campaign texting is the practice of sending SMS or MMS text messages from a political campaign directly to voters' mobile phones. It includes peer-to-peer texting sent by volunteers or staff, event reminders, and follow-up messages. Voters can reply, so a text can turn into a real conversation.
How much does a campaign texting service cost?
VoterPing's campaign texting service charges $0.04 per message with no monthly fees or platform charges. Voter data is $0.02 per record, and VoterPing's 10DLC campaign verification service is $150, which includes Campaign Verify's $95 fee. There are no long-term contracts or minimum commitments.
Is campaign texting legal?
Campaign texting is common, but it has rules. The FCC says political texts sent to a mobile phone using an autodialer require prior express consent, and messages sent manually can be sent without prior consent. Whether a given platform counts as an autodialer depends on how it works. Campaigns should honor opt-outs such as STOP, identify the sender, and register for 10DLC when texting from long code numbers. Ask your campaign's counsel how the rules apply to you.
What is the difference between campaign texting and robocalling?
Campaign texting involves sending SMS messages to voters' phones, while robocalling uses automated voice calls. Campaign text messages allow two-way conversation and cost less per contact than live phone banking. The two channels also have different TCPA rules, so check with counsel before using either.
How quickly can I start texting for my campaign?
Same-day setup is available for most campaigns. Campaign Verify says it approves or rejects requests within minutes to two business days, and the PIN arrives immediately by email or text or in about 5 to 10 business days by mail. VoterPing handles 10DLC registration and submits your token while you prepare your scripts and voter lists. Once your 10DLC campaign is approved, you can begin sending.
Do I need my own voter data to use a campaign texting service?
No. VoterPing provides verified voter files with phone numbers and targeting data as part of our campaign texting service. You can also upload your own contact lists or CRM data. We support segmentation by precinct, party, voter propensity score, demographics, and custom criteria.
What is 10DLC and why does it matter for campaign texting?
10DLC (10-Digit Long Code) is the carrier registration system for organizations texting from standard phone numbers. Your texting provider registers your brand and campaign with The Campaign Registry before you send. Since 2021, some carriers have required political 527 organizations to include a token from Campaign Verify, an independent nonprofit. Unregistered messages may be filtered or blocked by carriers.
How many texts can a campaign send per day?
Throughput depends on your 10DLC registration, the limits each carrier sets, and, for P2P texting, how many people are sending. VoterPing sets up your sending within carrier guidelines.
